As we have done throughout this process, we are continuing to work with our UK HealthCare colleagues to respond to new information. The Centers for Medicare and Medicaid Services (CMS) vaccine policy and its requirements is another good example.

After reviewing the guidelines, we coordinated with our UK HealthCare partners to “move” some individuals from Campus to UK HealthCare for their CMS designation. By and large, these were “shared services” personnel (facilities, post office, etc.) who are classified as Campus employees but spend a good deal of time in a UK HealthCare setting.

This is one of the reason our HealthCare denominator increased this week and the Campus denominator decreased.

Two quick updates for today – we continue to work with UK HealthCare, HR, Colleges and Departments to clean up active HR assignments and be as accurate as possible when it comes to identifying individuals who are coming to campus. That is, of course, in addition to the normal new hire and separation activity that happens on a day to day basis. We expect we will continue to see shifts in the UK HealthCare designations we mentioned on Wednesday as well as to our overall Community population with the ongoing data review for our active HR assignments.

Also, we did add a table with daily counts, in addition to the Student and Employee Campus Impact charts related to New, Active and Recovered Cases, based on a request that we received. We have updated the overall Community information with breakdowns below.

As we discussed last week, we have worked with UK HealthCare and the Colleges to identify, at an individual level, community members who are not in UK HealthCare proper but are working day to day in a clinical setting. Based on those person level designations of UK HealthCare or UK Campus, we have “split” that group accordingly and created the below information relative to our updated, unduplicated Community members, using all of the same data management rules as previously documented related to exclusions.

We expect we will continue to see shifts in these designations as we continue to refine this information to be as accurate as possible, in a rapidly changing environment. We have also updated the overall Community information with the same breakdowns we have shared in prior weeks (Faculty, Staff and Students).

As the President’s weekly update mentioned, we have been working with HR, Colleges and Departments on verifying those people who are coming to our Lexington campus. To be as inclusive as possible in that regard, we have been including everyone with an active HR assignment. Our communications around vaccinations and testing have been a great tool for surfacing folks who are actually no longer coming to campus and can have their assignment ended. These changes are reflected in our overall Community denominator.

Also, as mentioned, we will also be:

  • Employee testing information (in addition to student testing) on the dashboard
  • Updating data twice a week
  • Including a UK HeathCare and Campus split

The UK HealthCare and Campus split is dependent on coordinating with UK HealthCare and Colleges on clearly identifying folks who may be coming to campus on a day to day basis in a clinical setting. That can be a bit of a fine line so will likely by the middle of next week before that is defined at the individual level with our campus partners. We have seen a large influx of vaccine self-reports this week with the passing of the UK HealthCare deadline for notification and those all have to be reviewed and approved.

We have been working to further refine the definitions behind our Faculty, Staff and Student vaccination percentages, to accompany and align with our overall Community percentage. Previously, our faculty, staff and student percentages shared included everyone in that particular category. As such, a staff member who was also taking a class was included in both the staff and student percentages. As we will describe, we now have the additional information necessary to count each individual only once, based on their primary role in our community and subpopulation counts.

While counts remain dynamic, student schedules have stabilized with the passing of the last day to add a class deadline. In addition, employees have been encouraged to complete the HR remote work form for approval by their supervisor of a fully online work schedule. Now that we have this additional information on our campus members, we have replicated our community vaccination percentage data management rules for our faculty, staff and student populations. The rules have two primary components.

The first is that, similar to last year, we are focusing on individuals coming to our Lexington campus for both our student and employee populations. We are excluding individuals from our Student testing eligible population if:

  • They have a fully online class schedule OR

  • They are enrolled and attending classes at an off-site location, e.g. our Paducah Engineering program

In a similar vein, we are excluding folks from our Employee testing eligible population if:

  • They have an approved, fully remote work schedule, in our HR Remote Work Form OR

  • Their work addresses are outside of Fayette County

The second primary component of our data management rules is the deduplication of individuals enrolled and employed at the University of Kentucky in multiple roles in order to most accurately reflect our community and subpopulation vaccination denominators and percentages. For these individuals who come to our campus in multiple capacities, we are only counting each individual once based on the below numbered categories, in order to identify their primary role to the best of our ability.

  1. Employee Group of Faculty – as identified in our Human Resources system of record

  2. Employee Group of Staff - as identified in our Human Resources system of record

  3. Students – enrolled in at least one class in our student system of record

Here are three potential edge cases to illustrate these data management rules.

  • Individual is in the Employee Group of Faculty, works outside of Fayette County and is enrolled and attending an in-person class on our Lexington campus

    • They are excluded from our employee testing eligible population because they are working outside of Fayette County

    • They are included in our student testing eligible population since they are coming to campus in their student capacity

    • They are included in our community vaccination percentage denominator (once) since they are coming to campus as either a student or employee and are classified as a faculty since we have determined that is their primary role

  • Individual is in the Employee Group of Staff, is working a fully remote work schedule and is enrolled and attending an in-person class on our Lexington campus

    • They are excluded from our employee testing eligible population since they are fully remote

    • They are included in our student testing eligible population since they are coming to campus in their student capacity

    • They are included in our community vaccination percentage denominator (once) since they are coming to campus as either a student or employee and are classified as a staff since we have determined that is their primary role

  • Individual is an enrolled student, has a fully online class schedule and is employed as a student worker on our Lexington campus

    • They are excluded from our student testing eligible population since they have a fully online class schedule

    • They are included in our employee testing eligible population since they coming to campus as a student worker

    • They are included in our community vaccination percentage denominator (once) since they are coming to campus as either a student or employee and are classified as a student since we have determined that is their primary role
